Dr. Norris retired from the US Army Reserve at the rank of Colonel. He holds a B.S. in Mathematics, M.S. in Business Management, M.S.S. in National Security Policy and Strategy, and a D.Eng. in Systems Engineering and Engineering Management.

Colonel Norris served on the General Staff of 8th US Army and the Senior Executive Staff in the US Department of Homeland Security. Jim continues a 25-year civilian career with the Ventura County Fire Department where is the IT Director. Additionally, Dr. Norris owns an engineering consulting firm specializing in public safety communication systems design and construction.

Jim enjoys surfing, golfing and is a member of the Varsity Gay League of Los Angeles. Jim has been a volunteer for NAMI Ventura County since 2017 has an interest in addressing the unique needs of family and friends of military personnel and veterans in Ventura County.
